The US Department of Education seems to have a message: Learn or else! From the bid solicitation:

The U.S. Department of Education (ED) intends to purchase twenty-seven (27) REMINGTON BRAND MODEL 870 POLICE 12/14P MOD GRWC XS4 KXCS SF. RAMAC #24587 GAUGE: 12 BARREL: 14" - PARKERIZED CHOKE: MODIFIED SIGHTS: GHOST RING REAR WILSON COMBAT; FRONT - XS CONTOUR BEAD SIGHT STOCK: KNOXX REDUCE RECOIL ADJUSTABLE STOCK FORE-END: SPEEDFEED SPORT-SOLID - 14" LOP are designated as the only shotguns authorized for ED based on compatibility with ED existing shotgun inventory, certified armor and combat training and protocol, maintenance, and parts.
The required date of delivery is March 22, 2010.

Sawed off?

They are short barrel, not sawed off. similar but not the same. Sawing off is illegal. Short barrell are legal with proper permits. Now we can discuss why they need shotguns, but I see nothing wrong with what kind they are buying.

The IRS is doing the same thing.

The Internal Revenue Service (IRS) intends to purchase sixty Remington Model 870 Police RAMAC #24587 12 gauge pump-action shotguns for the Criminal Investigation Division. The Remington parkerized shotguns, with fourteen inch barrel, modified choke, Wilson Combat Ghost Ring rear sight and XS4 Contour Bead front sight, Knoxx Reduced Recoil Adjustable Stock, and Speedfeed ribbed black forend, are designated as the only shotguns authorized for IRS duty based on compatibility with IRS existing shotgun inventory, certified armorer and combat training and protocol, maintenance, and parts.

Submit quotes including 11% Firearms and Ammunition Excise Tax (FAET) and shipping to Washington DC.

The following provisions and clauses in the Federal Acquisition Regulation (FAR) apply to this acquisition and include any addenda to the provisions. Why? Does anyone else find this strange? Are they lining up low performing teachers and shooting them now? Or are they afraid some crazed educator will attack them with test scores?
